Distribution Improvement Project, Phase 1 -- COMPLETED January 2023
What: Pipeline Replacement Project -- Easternmost 2200 feet of Chase Road, between 282nd and 302nd Ave. The project installed a 10-inch polyethylene (HDPE) water main to replace a continuously leaking 6-inch steel main. 5 new fire hydrants installed.
Benefit: No leaks. No more repairs. Fire flow capacity meets 1000 GPM goal. Earthquake resistant piping system installed. All water service pipes from the water main to meter replaced with a full 1-inch capacity (1.25" CTS HDPE pipe).
Cost: Approximately $800,000. Financed with EPA Drinking Water State Revolving Loan , 30-year repayment period , 2.74% interest.
Distribution Improvement Project, Phase 2
What: Pipeline Replacement Project -- SE Powell Valley Road & Roork Road, between 282nd and 302nd Ave. The project will install a 10-inch water main, 10 new fire hydrants, new water service pipes between the main & meter.
Schedule: Fall & Winter 2024
Benefit: Eliminate water main leaks & frequent repairs. Improve capacity with long-term goal exceeding 1000 gallons per minute fire flow capacity. New fire hydrants.
Cost: Approximately $1,600,000, Financed with EPA Drinking Water State Revolving Loan , 30-year repayment period , 2.74% interest.
Impact: We anticipate closing the road to thru-traffic during construction, as construction moves from west (282nd) to east (302nd). One lane will be available through the construction zone for residents to access driveways. Please detour around the construction area whenever possible. Additional direct-mail communication will be provided to nearby residents in August or September of 2024 prior to road closures & construction.

Water Supply Transition Project
Lusted Water District is attempting to transition its water supply away from the City of Portland Bull Run source due to severe cost increases anticipated after 2027. Lusted WD is negotiating with City of Gresham to purchase water from their new groundwater supply system. Lusted WD is also developing its own groundwater supply alternative that it may execute depending on future costs from Portland or Gresham. Planning for these projects is dependent on the outcome of water supply negotiations with City of Gresham.
Powell Valley Pump Station & Reservoir Purchase & Renovation
Lusted WD is in the process of purchasing this facility from the City of Gresham to use for future water purchases from Gresham or Lusted's own groundwater supply. Planning for these projects is dependent on the outcome of water supply negotiations with City of Gresham.
